São Tomé and Príncipe citizenship by investment: a practical guide
MFG Consultants | Programme information reviewed on 28 October 2026.
A second citizenship is a decision about the rights your family needs, the money you are prepared to commit and how you will use the nationality. São Tomé and Príncipe offers a citizenship programme based on a qualifying contribution. This guide explains the main questions to assess before requesting an individual proposal.
What is São Tomé citizenship by investment?
Eligible applicants can apply for São Tomé and Príncipe citizenship through a contribution to the National Transformation Fund. The official programme states that physical residence or relocation is not required. Applications undergo official assessment and due diligence; citizenship is granted by the competent authorities. A passport follows the relevant citizenship and document formalities.
What can I actually use this citizenship for?
Once citizenship is granted, Article 33 of the Constitution protects citizens’ freedom to settle anywhere in São Tomé and Príncipe and the right to return. This provides an option to live in your country of citizenship. The official programme FAQ states that physical residence or relocation is not required during or after the application process.
A valid ordinary passport can also support short visits under each destination’s rules. Official examples reviewed on 28 October 2026 include:
Hong Kong: visa-free visits of up to 14 days.
Singapore: no advance entry visa normally required for short visits; immigration determines the permitted stay on arrival.
South Africa: visa-exempt visits of up to 90 days.
The Philippines: visa-free visits of up to 30 days, subject to passport-validity and onward-travel requirements.
Rwanda: no advance visa application, with fee-free admission on arrival for visits of up to 90 days.
These are visitor arrangements, not residence or employment permission. Check the purpose, route, documents and entry conditions before booking; admission remains subject to immigration assessment.
What if I already hold an RBI or Golden Visa?
Citizenship can complement an existing residence-by-investment (RBI) permit or Golden Visa by adding a nationality. It does not replace that permit or remove the destination country’s renewal, investment or presence requirements, where applicable.
Citizenship is a legal status; a passport is a travel document with its own validity and renewal rules. Your residence permit has separate conditions and expiry. São Tomé citizenship does not automatically provide EU citizenship, residence in Portugal or visa-free Schengen entry.
Bring three priority destinations and your current passports, visas and residence permits to MFG Consultants. Compare the requirements for your planned visits or move to identify what this citizenship would add to your existing options.
What does São Tomé citizenship cost for one person or a family?
Our standard planning estimate is US$115,000 for one applicant and US$120,000 for an eligible family of two to four. Each includes the official contribution (US$90,000 or US$95,000 respectively), a US$20,000 processing package and a US$5,000 MFG Consultants advisory and coordination fee.
These estimates assume that the official submission and citizenship-document fees are included in the US$20,000 processing package; this inclusion remains subject to confirmation in your written proposal. Those official fees are not added again. The package covers due diligence, legal process services and passport delivery. Applicable taxes, extra applicants, sponsorship and exceptional costs must be confirmed individually.
Who can apply with family members?
The principal applicant must satisfy the programme’s age, background and financial requirements. Each proposed family member needs an eligibility assessment. Identity documents, family relationships, criminal-record information and lawful sources of funds form part of the review.
Adult-dependent cases require particular care. A consular notice dated 21 September 2026 describes a pause in naturalisation and passport issuance for specified adult-dependent categories while legislation is reviewed. Obtain current confirmation for your proposed family before relying on an inclusion or timing assumption.
How does the process work?
First, discuss your objectives, family and budget. Next, authorised representation reviews eligibility and explains the engagement, required documents and financial terms. Once prepared, the application is submitted through the authorised channel and undergoes due diligence. Following approval in principle, the authorised contribution and final official formalities are completed.
The programme currently indicates around two months to a decision and a further three to four months to passport issuance. This is an indicative five-to-six-month horizon, subject to the individual case and official processing. Preparation time and unresolved family eligibility questions can affect the overall schedule.
How does citizenship relate to Portugal and the CPLP?
São Tomé and Príncipe’s Portuguese-speaking context can be relevant to a broader family plan. Citizenship does not automatically grant Portuguese residence. AIMA states that a CPLP residence application requires an appropriate prior consular visa and the applicable residence procedures. Assess any Portuguese residence plan separately against your circumstances and current rules.
What does the MFG Consultants advisory and coordination service include?
The US$5,000 MFG Consultants advisory and coordination service covers a review of family goals, a written decision and budget plan, a named coordination contact and a closing review of next steps. Our Portuguese-speaking team works from Portugal with authorised representation in São Tomé handling formal programme work. Request an individual assessment through the enquiry form.
This guide provides general programme information. It is not a guarantee of eligibility, citizenship, processing time or rights in another country. Individual applications and official requirements require confirmation at the time of engagement.
